Job Description

County Westmeath is located in the midlands of Ireland in the province of Leinster and is one of twelve Local Authorities comprising the Eastern and Midlands Region. It has a population of 96,221 (2022 Census) and has a total land mass of approximately 1,840km² making it the 6th largest county in Leinster. The principal towns are Athlone, Moate, Kilbeggan and Mullingar, Kinnegad and Castlepollard.

The Council is mandated to deliver a diverse range of functions and services which can be broadly described under the headings of economic development, community development, the provision of physical and social infrastructure, recreation and amenity services and the enforcement of the planning and environmental regulatory framework.  The role of the County Council as provided for in law is to represent, lead and serve the communities of County Westmeath.

At a strategic level, the Council operates through its Corporate Policy Group comprising the Cathaoirleach of the Council and the Chairs of the Local Authority’s four Strategic Policy Committees. The Chief Executive and the Management Team play a key role in supporting and advising this policy group.

Westmeath County Council employs 576 staff and has an estimated revenue budget of €108.1 million for 2024, allocated under eight service divisions: Housing & Building; Road, Transport & Safety; Rural Water; Development Management; Environmental Protection; Recreation & Amenity; Climate Action, Agriculture & Education and Miscellaneous Services.  The Council has a 3 year capital programme with an estimated expenditure of €509 million representing significant infrastructural development to meet the County’s current and future needs.

An opportunity now exists in Westmeath County Council for the position of Director of Finance.

Reporting to the Chief Executive, the Director of Finance will lead and manage the finance function within the Authority.  As a member of the Senior Management Team, the Director of Finance may also have other responsibilities in the overall management of the Authority.  As a key member of the Senior Management team, the successful candidate will be required to make a valuable contribution to the strategic management of the Finance function as well as provide a high level of independence and objectivity.

As well as leading the finance function, additional responsibilities involving other function areas of the Local Authority may be assigned from time to time.
